Who they are: A centralized “One World Religion” that emerged from the Federal Continuity Councils following the Third World War. It functions as a totalizing government that has “harmonized” the old laws into religious liturgy.

Founders/Leaders: The movement is led by Prophet Jack Hobbs, a former military chaplain who serves as the spiritual figurehead, and Dr. Ryan Creech (The Seer), the systems engineer who designed the technology that makes the Empire’s “miracles” possible.

How they operate: The Empire governs through “coherence,” using the FaithFire satellite lattice and ground-based resonance pylons to synchronize the neural patterns and heartbeats of the population to a specific frequency. Communities that demonstrate “Resonant Compliance” receive essential resources like heat and water, while those who create “noise” (dissent) are subjected to “calibration”—a process that can range from psychological entrainment to total physical vaporization. Their military backbone consists of Enforcers, Juggernauts, Lectors, and Seraphs. together, the empire enforces the tenets of the accord.

THE ACCORD: The Empire operates under the rules of the accord, which serve as both the religious law of the One World Religion and a framework for behavioral engineering, designed to be scientific enough to feel like an inevitable truth to a starving post-war population. These tenets effectively “harmonized” the old US Constitution into liturgy, replacing traditional governance with a system of synchronized cognition and logistics.

Founders/Leaders: Originally loosely led by General Frank Radcliff, the militias were eventually unified officially under General Alexander Bachmann (the “Heretic General”) and Major Rita Hendricks.

How they operate: The IMR follows the philosophy of favoring mobile, hospitable centers of resistance over stationary targets. They combat the Empire’s “liturgy” with “arithmetic,” using technology like radio bafflers to introduce dissonance into resonance fields, making their personnel invisible to Imperial sensors. Their goal is to protect local sovereignty and maintain “fences” (manageable boundaries) rather than a centralized “god.”

THE COLTHRANT FACTION (COLTHRANT LOGISTICS)

Who they are: A massive, trans-continental corporate logistics entity that prioritizes “Stability Through Contract” over any political or religious ideology.
